Offener Brief zu Impfstoffen gegen Covid-19 an die EU-Kommission

we, the undersigned Members of European Parliament, who are responsible for the Budget 2020, have supported the Draft Amending Budget 8/2020 for the necessary and fast response to counteract the consequences of the COVID-19 on the European health systems and to bring forward a vaccine against COVID-19. We warmly welcome the strengthened activities on health and the production of vaccines from the European Commission. When it comes to health the European Union should take a leading role.
For the latter purpose, the Commission has already concluded Advance Purchase Agreements (APAs) with several pharma companies. In the Draft Amending Budget 8/2020 the European Parliament has approved up-front payments to the companies, like Astra Zeneca.
However, the Commission has so far denied providing the European Parliament with any further information on the procurement process as well as the contract conditionalities of the APAs referring to confidentiality of the contracts. Further, we are still waiting for an answer, how the Commission will ensure, that access to the vaccines will be granted in a just manner, reaching the most vulnerable first.
We as budgetary authority and Members of Parliament responsible for the budget 2020 regret the lack of transparency in this matter and call on the Commission to make the conditions of the APAs transparent as well as disclose all APAs to the Members of European Parliament.
Given that vaccines are being developed also thanks to the public financial support with taxpayers’ money from the EU and EU member states, it is especially important that the public interest of scientific rigor, safety and transparency is strongly preserved.
A disclosure of the APAs is key for ensuring our role as budgetary authority. If necessary, we would start parliamentary initiatives guaranteeing this will be respected.
We would like to thank the Commission in advance for their cooperation and the disclosure of the APAs concluded in 2020 and in the future.

sehr geehrte Frau Kommissarin Kyriakides,
sehr geehrter Herr Kommissar Hahn,
Wir, die unterzeichnenden Mitglieder des Europäischen Parlaments mit Verantwortung für den Haushalt 2020, haben den Berichtigungshaushalt 8/2020 für die dringend benötigte und schnelle Reaktion auf die Konsequenzen von COVID-19 für die europäischen Gesundheitssysteme und für die Entwicklung eines Impfstoffes gegen COVID-19 unterstützt. Wir begrüßen die verstärkten Bemühungen der Kommissionen in den Bereichen Gesundheit und Impfstoffproduktion. Die Europäische Union sollte im Gesundheitsbereich eine führende Rolle einnehmen.
Zu ebendiesem Zweck ist die Kommission schon sogenannte Vorab-Kaufverträge (Advance Purchase Agreements, APAs) mit verschiedenen Pharmakonzernen eingegangen. Im Berichtigungshaushalt 8/2020 hat das Europäische Parlament Vorauszahlungen an diese Konzerne, u.a. an Astra Zeneca, zugestimmt.
Die Kommission hat es jedoch bisher abgelehnt, dem Europäischen Parlament weitere Informationen über den Beschaffungsprozess, sowie über die vertraglichen Konditionalitäten der APAs zu geben, mit der Begründung, dass die Verträge vertraulich wären.
Wir, als Haushaltsbehörde und als die für den Haushalt 2020 verantwortlichen Mitglieder des Parlaments, bedauern die fehlende Transparenz in dieser Angelegenheit, und rufen die Kommission dazu auf, die Konditionen der APAs öffentlich zu machen, sowie alle APAs den Mitgliedern des Europäischen Parlaments offenzulegen.
In Anbetracht der Tatsache, dass die Impfstoffe auch Dank der öffentlichen finanziellen Unterstützung durch Steuermittel der EU und der EU-Mitgliedsstaaten entwickelt werden, ist es umso wichtiger, dass das öffentliche Interesse an der wissenschaftlichen Sicherheit, Transparenz und Sorgfalt berücksichtigt wird.
Die Offenlegung der APAs ist von großer Bedeutung für unsere Rolle als Haushaltsbehörde. Falls nötig, werden wir Parlamentsinitiativen starten, damit diese Rolle respektiert wird.
Wir möchten der Kommission im Voraus für ihre Kooperation und für die Offenlegung der in 2020 und in Zukunft abgeschlossenen APAs danken.
